Reproduces a report by Edmund Drummer, Surveyor of the Navy, held in British Library [MS847], which provides the earliest detailed description of the design and building of a complete dockyard for the Royal Navy. 'It takes the form of a commentary on a series of drafts of the site and the overall plan of the new dockyard ... and of plans of individual buildings, with descriptions of their distinctive features, accounts of their projected costs and explanations of why these costs had escalated during the course of construction. This was subsequently used as the basis of a printed version, published in 1698, containing additional comments on the virtues of the design but without the detailed costings [British Library, MS9329, ff156-81]
