At a general level examines the extent to which increased government expenditure can contribute to the economic revival of declining individual districts using as a case study the defence industries - notably military aircraft production - established in the Manchester area. In particular looks at the context of decline in an industrial district 'after its development has reached saturation' and the failure of the existing network to diversify and regenerate. Considers whether Second World War and the Korean War armament programmes disrupted regional economic development during a crucial period of adjustment to decline, when the business networks should have sought to diversify the region's industrial structure
